The market of special equipment will not feel the delay in recycling — the opinion of the importer

The postponement of the recycling fee will not affect the market and the price level, but will allow domestic plants to maintain liquidity. This opinion was expressed by the Director of development of the official representative office of Sany in Russia Anton Nikolaev.

Recall that the Ministry of Industry and Trade proposed to postpone the deadlines for the payment of scrap collection for the fourth quarter of 2025 and the I–III quarters of 2026 to December 2026 for the largest manufacturers of special and agricultural machinery. So far, this initiative is only in the draft government decree, but the discussion in the industry has already begun.

Anton Nikolaev stressed that the proposal of the Ministry of Industry and Trade is aimed at supporting large Russian manufacturers of special and agricultural machinery and will not affect the interests of importers.:

— Thus, the Ministry of Industry and Trade proposes to support the largest domestic manufacturers against the background of a decrease in the capacity of the Russian market and falling sales in all segments of special, agricultural and commercial machinery. At the same time, the draft resolution refers specifically to the largest enterprises, such as Chetra, UMG, Rostselmash, a manufacturer of agricultural machinery, DST—URAL tractor plant, and possibly some others. In order for these plants to have no cash gap in the current conditions and to be able to purchase components and pay salaries, it was proposed to postpone the payment of the recycling fee for them.

Will this affect the market as a whole? I don't think so. These companies will still have to pay the recycling fee — in a large amount at a time. Therefore, the postponement (if it is accepted) will not affect prices and will not exert any additional pressure on the market.
